Introduction In this introduction the tenderer will find, among other things, information about TenneT TSO B.V. and TenneT Offshore GmbH, hereinafter referred to as TenneT, the special sector company, the procedure and the contract. The TenneT Group provides a Legal Overview below. The tender will take place exclusively digitally via the Mercell S2C platform. All information about this tender is available to Tenderers within this platform. Further explanations on digital tendering can be found here. The contracting authority is TenneT TenneT is a leading European Transmission System Operator (TSO) with its main activities in the Netherlands and Germany. With more than 25,000 kilometres of high-voltage lines, we ensure a reliable and secure supply of electricity to 43 million end-users. With approximately 7,400 employees, we realise a turnover of EUR 4.1 billion for the first half of 2024 and a total asset value of EUR 46 billion. TenneT is one of the largest investors in national and international electricity grids on land and at sea. Our focus is on developing an integrated Northwest European energy market and facilitating the energy transition. Tender Procedure TenneT is a "contracting entity" subject to the Dutch Public Procurement Act 2012 and respectively § 15 (1) of SektVO [German Regulation on the award of contracts in the field of transport, drinking water supply and energy]. The notice for this Call for Competition will be published via tender platform Mercell Source-to-Contract to the Official Journal of the European Union available at http://ted.europa.eu. The Call for Competition will be based on the negotiated procedure with prior publication, which means that initially an interested market party may apply as a Candidate. Details on general tender procedure can be found in the document "Procedure Guidelines". As the ownership structure for the German part (TenneT Offshore GmbH) could change during the term of the agreement, the agreement must be easily transferable to any successor organization/-s. Please note: TenneT reserves the right to directly award the contract to the initial tenderers on the basis of the published evaluation procedure without negotiations (§ 15 (4) SektVO). In that respect initial offers need to be binding.  Award Criteria "Contract and price" / weighting: 20% "Team and references" / weighting: 10 % "Placement strategy incl. potential savings, feasibility and proof of concept" / weighting: 40 % "Broker scope and work and services" / weighting: 30 % In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via Mercell. Please send the signed and stamped copy to: holger.duba@tennet.eu After sending the NDA and a plausibility check by the Client, the Client will grant the interested parties access to the tender by Email. After registering for the tender at Mercell Source-to-Contract, you will find all tender documents in the call for competition phase under "Questionnaires", section "Call for Competition", question 1.1.  The bidder can not deduce eligibility for participation only from signing and submitting the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.  The application for the call for competition must be submitted in due time and no later than by                                  24.09.2024 at 12:00 CEST via the e-Award platform Mercell Source-to-Contract. Individual extensions of time will not be granted. Please start your upload process early enough. Submission of the request to participate (applications) by Email, mail or fax are not permitted. A violation of this requirement will lead to disqualification of the applicant and exclusion from the tender process.
